As every year, KineDok – the international program which promotes documentary film in alternative venues – returns to International Documentary & Human Rights Film Festival One World Romania. On April 4th, from 4:00 p.m., at the Bucharest Metropolitan Library – Dimitrie Cantemir (52 Viitorului St.), we present the debate The role of public libraries in activating local communities through documentary film.
The event continues an endeavour initiated last year through which KineDok and One World Romania Association are promoting local libraries’ role as cultural hubs. We will analyse the importance of libraries in the coagulation of communities, as well as in the integration of culture into everyday life, in addition to exploring the benefits of documentary films within this context.
With the help of our guests, we will discover the map of Bucharest’s neighborhood libraries, we will discuss about the general current status of documentary film and we will analyse the importance and impact of documentary film screenings in small and medium-sized communities.
Attendance is free of charge but limited to availability, upon registration through this form. The discussion will take place in the Romanian language.

Vlăduț Andreescu has been a librarian at the "Ion Heliade Rădulescu" Dâmbovița County Library for over 20 years. At first, he worked as primary school teacher and librarian in a small rural library, where he organized socio-cultural activities to help children and young adults understand the importance of reading and culture for their personal and professional development. Currently, he coordinates the activity of the public libraries in Dâmbovița county. In his work he is always attentive to people's needs and tries to keep up with modern society. He uses non-formal education and advises librarians about working volunteers.
Alex Axinte is an architect, researcher and educator based in Bucharest. He is interested in documenting and supporting informal practices of managing common spaces, in the context of collective housing in the post-socialist city. Alex is involved in research projects through action, applied education, participatory design and cultural and civic activation and is co-founder of the spatial practice studioBASAR (2006). In the context of his PhD at the University of Sheffield, he initiated Garaj DESCHIS in 2020 in the Drumul Taberei neighborhood, a project-venue for research, mutual learning and cultural and community activation. From this approach, the qualitative research Map of Neighborhood Libraries (HBC) was recently developed.
Radu Ciorniciuc co-founded in 2012 the first independent media organization in Romania - Casa Jurnalistului (casajurnalistului.ro); a community of reporters specializing in in-depth, long-form, and multimedia reporting. Since then, Radu has worked as a long-form writer and undercover investigative reporter. His research is focused on human rights, animal welfare, and environmental issues across the globe. The articles and films he has worked on have appeared in some of the biggest publications around the globe. Ciorniciuc’s debut feature documentary film, "Acasa, My Home", produced by Manifest Film, tells the story of a family that lived for two decades in the wilderness, in perfect harmony with nature, until they are chased out and forced to adapt to life in the big city. "Acasă, My Home" premiered at Sundance (2020) where it won the Special Jury Award for Cinematography. The film had an exceptional festival run, and has been nominated at the European Film Awards.
Nicoleta Fotiade is a communication expert, as well as media and digital education trainer. Over the past 20 years, she has coordinated media education programs for non-governmental organizations from Romania and Europe. She has taught Media Education to the Pedagogy students at the University of Bucharest and trains professors and librarians in order to include media education in their communities. Fotiade is the co-author of several studies on media research and media education resources, including two high school textbooks. Furthermore, she is the president of the Mediawise Society association (mediawise.ro), as well as co-founder and president of the International Association for Media Education (iame.education).
Moreover, during the festival the annual work meeting with the KineDok partners - the local event organizers - will take place. Together with them we will prepare the next edition and work out the screening schedule for the following year.
KineDok is an international program that promotes documentary films in alternative venues, through screenings, debates and educational events. Launched in 2015 and designed as a collaboration between 6 countries (Czech Republic, Slovakia, Hungary, Croatia, Georgia and Romania), KineDok is organized in Romania by One World Romania Association, with the support of local partners.
Every year each country contributes with some of the most interesting recent documentaries, which are then screened in hundreds of venues, thus diversifying the distribution chain beyond the movie theatre – in galleries, museums, bars, gardens, libraries or schools. At KineDok any wall can become a film!

În era dezinformării și a ChatGPT, după pandemie și cu un război la graniță, riscăm să pierdem din vedere miza următoarelor 18-20 de luni în România. 2024 va fi un an cu nu mai puțin de patru runde de alegeri: europarlamentare, locale, parlamentare și prezidențiale. Rezultatele lor vor decide traiectoria următorilor ani. În asemenea momente, o presă independentă și puternică este crucială pentru sănătatea democrației, dar opțiunile sunt tot mai puține, mai ales pentru membrii generației Z, dintre care unii vor vota prima dată.
Împreună cu jurnaliștii Emilia Șercan, Cristian Deleca (Recorder)și Florin Râșteiu (Gen, știri) ne vom uita la ce mai oferă presa de la noi, azi, și la cât de alfabetizați media sunt tinerii. Înțeleg cum se finanțează media și care sunt vulnerabilitățile ei? Știu să se uite critic la o dezbatere TV? Știu câți bani ia presa de la partide și cum?
Emilia Șercan este jurnalist de investigaţie şi lector la Facultatea de Jurnalism şi Ştiinţele Comunicării a Universităţii din Bucureşti. A început să lucreze în presa locală în 1996, iar din 2000, în presa centrală. S-a specializat în anchetarea fraudei academice și a dovedit că mai mulți înalți oficiali, inclusiv actualul ministru de Interne și premierul, au plagiat în lucrările de doctorat. Din această cauză, în 2022 a fost ținta unei campanii de kompromat în care nimeni nu a fost până acum pus sub acuzare, iar anul acesta a fost din nou targetată de o campanie de discreditare.
Cristian Delcea este jurnalist la Recorder și unul dintre fondatorii publicației. A început să lucreze în presă în 2006, ca jurnalist sportiv. A trecut, în 2009, în echipa de reporteri speciali a cotidianului Adevărul, iar din 2013 realizează reportaje video și documentare.
Florin Râșteiu face parte din echipa Gen, știri de la începutul proiectului, din septembrie 2021. Scrie, editează și „traduce” știri într-un limbaj accesibil pentru tineri, oferindu-le context. Face parte și din echipa Buletin de București, unde acoperă zona de actualitate și investigații legate de corupție și achiziții publice.

Portrait of a woman, Jocelyne Khoueiry, who in 1976, during the Lebanese Civil War, was the muse of the Phalangist militia in Beirut. With her commando group of women she was responsible for several bloody operations. Fifteen years later, stricken with remorse, she becomes a nun and founds a religious order.

Veteran director Patricio Guzmán’s latest film follows the trajectory of the Chilean nation,starting from the outbreak of the popular uprisings in 2019, sparked by increasing subway dares up to the election of Gabriel Boric- a young politician – a young politician with a vital role in the changes that unfolded in the previous months – as president. In spite of the detailed depiction of the violent acts committed against protesters throughout the two years of crisis, the whole film is drenched in optimism, as Guzmán sees recent events as an unexpected yet welcome continuation of the aspirations for individual freedom and social justice nurtured during Allende’s brief rule, brutally interrupted by the 1973 coup. The rejection of the project of a new, particularly progressive constitution, which took place after the film had been released and is presented by one of the interviewees as the darkest scenario imaginable after the sacrifices of the demonstrators, nevertheless leaves untouched the pathos of Guzmán’s ode to all rebels with a cause. The film tells the story of the friendship between three Economy students in Bangui, the capital of the Central African Republic, and offers a rare and precious inside view on the psychological and moral landscape of a generation. One of the characters is the director himself, and the initial intention, that of revealing the corruption of the academic system, the teachers’ incompetence, the sexual harassment of female students, the conditions on campus, is enriched through lively discussions on economic growth, capitalism, communism, as well as the natural complications of life – marriage, children, abortion, family. The approach is candid, without searching for the spectacular in the everyday, with a mixture of both naivety and wisdom, which even exudes a certain optimism: the hope that the new generation has a chance to not repeat the mistakes of its predecessors, or at least to make its own mistakes. Amele runs an improvised hotel in Addis Ababa: nothing extravagant, but nevertheless a precious roof over the heads of the many people who come from all corners of Africa to try their luck in the capital of Ethiopia. A life of precariousness and bargaining awaits the subjects of the short film “Katanga Nation,” projected against the backdrop of an ever-changing urban landscape. From the gentrified neighbourhoods and the new economic centres teeming with skyscrapers, the filmmakers draw an arc – that is both metaphorical and utterly real – to the ghettoized streets where another community develops in parallel. The film’s humanistic and compensatory mission is to bring to light these voices that conceal the signs of inequality, but which – out of a refusal of victim mentality – have nevertheless not given up fighting. A certain kind of form was needed to be able to render, on screen, the complexity of the colours, the textures and – ultimately -, the lives that pass through the hands of Zoe Lucas. For decades, the ecologist has kept a small island off the coast of Canada under observation, acting as a living, crucial memory of this natural habitat. For this reason, an insect species represents more than a trophy meant to be stuck with a needle; a herd of wild horses is more than an occasion for contemplation. As fascinated by the raw beauty of nature as the film proves to be, it eventually ends up just as angst-ridden, to the extent that not even this place located in the middle of the ocean is safe from man’s destructive action. “Geographies of Solitude” thus builds itself as an elegy in vivo to a not-so-fanciful idea about a lost paradise: a space-time where nature can evolve untouched, in an almost cosmic spectacle. Riotsville is a fictional city erected by the American army in the 1960s to serve as training ground for the increasingly militarized police, in the attempt to build a counter-narrative to the popular revolts and discontentment of those years. People were protesting against the Vietnam War and were demanding equal rights for people of colour, but the answer given by the authorities proved both sinister and ridiculous. In an almost kaleidoscopic manner, the film uses previously unexplored archival footage to recreate and shed light on a national consciousness more and more obsessed with maintaining order and obeying the law, by any means. Yes, the resemblance to the current reality is built on purpose, and this mental back-and-forth that the viewer operates almost unconsciously explores the relationship between authority and individual, power and resistance, state and citizen. When a small Bulgarian town is severly affected by COVID-19, the soul of the entire community of 50,000 inhabitants moves to the hospital – understaffed and under-resources, as is the case with this part of the world. Classmates reunite, people tell stories and sometimes they laugh, and the character who joins them together is the somewhat eccentric doctor, Evgeni Popov, the one who offers both medication and encouragement. The directing team manages to observe with fresh eyes behaviours and characters in life-and-death situations and to build a cinematic experience that stays with you, because the film is a story about humanity and hope, told with typically Balkan humour, which you will find familiar. It becomes a weapon itself in the fight against the invisible and omnipotent virus, for which humanity hadn’t found a cure at that point. (Sorana Stănescu)
