Based on hundreds of hours of footage from the archives of Italian Rai television, the film is an examination of how the Camorra was born, consolidated and transformed over the span of a few decades. Rejecting a purely journalistic or informatively seductive approach to this social-phenomenon-turned-criminal-organization, Italian director Francesco Patierno reveals the mechanisms which allowed the Camorra to quench an eminent social uprising of the local lower classes against the manifest apathy of the Italian government, and eventually begins to question the very source of the state's authority in the eyes of all its citizens.
