City 40 is the code name for Ozyorsk, an apparently idyllic enclave that sprung in the flat Soviet landscape: an enclosed space that does not appear on standard maps, and where even during leaner Soviet times offered an unusually high living standard. The reason for all this is as simple as it is sinister: Ozyorsk is the birthplace of the Soviet Union’s atom bomb program and is now home to Russia’s largest stockpile of nuclear weapons. The filmmakers entered the place illicitly to bring out the story of the grave human rights violations taking place there as well as of the brave inhabitants who mobilized to fight them in court. A fast-paced documentary structured almost like a sci-fi movie.
