People who have been persecuted by local authorities end in Petition Village, Beijing and file complaint after complaint in the hopes of solving their problems in the capital city. However, this is never the place to find the sought answer and, under threats and intimidated by officials, most of them remain there years at a time. This is the case of Qi, whose husband died after a medical inquiry and was immediately incinerated, without letting his wife have any kind of explanation. For 10 years, together with her daughter, day after day, they make their way to the petition offices. The documentary maker Zhao Liang began filming in 1996 and kept track of several of the petitioners’ stories until close to the beginning of the 2008 Olympic Games.
